About the only one who has any use for Bolton in Washington is Justice Thomas, for whom President Trump has enormous respect. Bolton and Thomas met as undergrads at Yale and became life long friends. I could imagine Thomas retiring after this term and, through intermediaries, asking Trump for a pardon for Bolton out of friendship for Thomas. I think Trump would do it, after a period of humiliation and expense for the Walrus. Pass the popcorn.

A couple of ratchets below Hillary Clinton’s conduct, which included spoilation of evidence. Of Trump’s nemeses, the ones who merit destruction are Letitia James, Alvin Bragg, Judge Engoron, Judge Merchan and his daughter, Reid Hoffman and his tools, Merrick Garland and his minions, assorted Democratic operatives in robes, and the various characters who have attacked Trump’s lawyers. Very few of them will face sanctions, much less apposite sanctions. (And apposite sanctions would be six and seven figure legal bills and disbarment).

Not appropriate, except in re that portion of his pension which does not derive from his contributions (which would be a great deal in re federal pensions). Ideally, federal employees would be put on defined contribution plans, so this issue would not arise.

If he’d embezzled from or defrauded the government in some way, restitution and forfeiture would be appropriate supplementary penalties. Fines are apposite for corporation offenders, as supplementary penalties for the most minor offenses, and as penalties for offenses defined outside of penal codes. His legal bills will be enough of a fine. Toss him in prison for a few months if he’s guilty. He’s too old to be beaten with a rattan cane.
