Many years ago, Michael Kinsley offered the observation that in official Washington, a man’s reputation expands – like a gas – to fill whatever office he occupies.
John Kerry managed to win a U.S. Senate seat in Massachusetts in 1984. One of his pitches in his Democratic primary campaign contra James Shannon was to emphasize his military service. (Mr. Shannon was born in 1952, a cohort which produced few war veterans).
Since the advent of popular elections to the Senate, Democratic Senators from Massachusetts have been voted out of office twice, and it was the same chap both times – an eccentric dissident named David Walsh. Mr. Walsh died in 1947, so this isn’t something that happens often; it’s a lifetime gig.
Note, over the period running from 1985 to 2013, he sponsored 1,315 pieces of legislation, of which 12 were enacted into law. Four were ceremonial blather, another was a bit of patronage for higher ed, another was to authorize some swag some feminist lobby wanted from the Small Business Administration, another was for extended funding of the SBA, another was a law to prevent banks from foreclosing on veterans. There were some other measures on marine mammals, foreign aid, &c. Fellate constituency groups and appropriate other people’s money.
What did he do before that? He had a ceremonial position – Lt. Governor of Massachusetts. He practiced law for four years in a two person firm with his sometime girlfriend. And he had a posiition in the public prosecutor’s office for a couple of years, a job which consisted of administrative matters and (IIRC) DWI cases. The media and the higher ed apparat were less of an extension of the DNC press office than is the case today, so his lousy law school grades leaked.
His military service was more than satisfactory as it was. The problem is that his entire public career consisted of marketing himself as a combat veteran. When you unpacked it, you discovered his reputation was inflated. Two of his purple hearts were given out for minor injuries (the worst kept him in the infirmary for < 2 days) and one was for a Maj. Frank Burns – style mishap. A selection of people who’ve known him in various venues – in boarding school, in the Mekong Delta, in and among Boston pols – saw the same guy – a man on the make.
The real John Kerry is a pompous mediocrity. He does have a talent for seducing women with eight-figure sums of mone behind them.

John Kerry’s history makes this is very easy story to believe. More important is that is an example of the dysfunction that exists within our nations foreign services and it is likely that there are many with John Kerry’s perspective, arrogance and mediocrity. With who is managing foreign affairs It seems obvious that we will experience a foreign policy disaster the only question is when.
