A man could beat his wife unconcious three times a week and authorities could do nothing. I know of several cases. One where the man ripped his wife’s breast off…because it is believe by some savage brutes that they own their wives.
In citizens arrest, the neighbor could say: “You beat your wife and I will break your arm. You beat your wife again and I will break your leg…etc, etc, until you are completely disabled.”
