Mostly True

Most Presidents not named George Washington have had a rough time acting as a dignified head of state over a divided nation.  The Declaration and the Constitution are in some ways  the Head of State for most Americans.  To be fair some British Monarchs have not been very good at the Head of State role.  The Duke of Wellington once said that the sons of King George III had managed between them to personally insult most of the gentlemen of England.
