The only source countries where illiteracy among those over 15 is particularly common are Guatemala and Haiti. Illiterates aren’t the majority in any of these countries. And it tends to be concentrated in the older age brackets. Among those in the 15-25 bracket, it’s a single-digit share everywhere but Haiti.

Among visa overstayers from India or the Philippines, I imagine English proficiency is pretty common. Latin Americans, very seldom. The last bit of data I saw indicated that facility in English as a second language among adult Latin Americans is around about 4%.
