In any situation covered by clause (1), the State shall be considered to have denied the equal protection of the laws secured by the Constitution
I be not a lawyer, but to my untrained mind it seems that constituted authorities in Washington State are unable, fail, or refuse to protect the rights of the people in the so called “Autonomous Zone” or provide hem with the equal protection of the law.

Yes Kipling is understated.
There is ample legal justification Hank for Trump to use federal troops to stop these riots. He should start by federalizing all National Guard units in the country and placing them under regional commands. The blue state mayors and governors will prolong the chaos to November if they can.
