In any situation covered by clause (1), the State shall be considered to have denied the equal protection of the laws secured by the Constitution

I be not a lawyer, but to my untrained mind it seems that constituted authorities in Washington State are unable, fail, or refuse to protect the rights of the people in the so called “Autonomous Zone” or provide hem with the equal protection of the law.
