Loury: Blacks make up an average of around 40 percent of inmates in prisons and jails, but they make up no more than 15 percent of the population. If you look at the statistics, there is no evidence to support the hypothesis that this overrepresentation can be explained by racist prejudices of the police or the courts. Rather, the numbers show that this is due to an overrepresentation of blacks who violate the law.

It’s legitimate to ask why black men commit more crimes than whites. But it is a fact that they commit massively more homicides; almost 50 percent of homicides, while representing maybe 6 percent or 7 percent of the U.S. population. Or consider robbery: many more whites are victimized by blacks than vice versa, speaking in absolute numbers, not per capita.

Part of the reason why the police have had so many difficult encounters with black people is because the crime rate in black areas is much higher. For example: If the police want to arrest a driver in a black neighborhood, they must be prepared for the possibility that the driver might have a gun on him. Statistically speaking, this is generally not the case—but experience has shown the likelihood that such a dangerous situation will arise is higher in black areas.

16% of all white murder victims were killed by Black murderers. Only half that percentage of black victims were killed by whites. That’s all despite the fact that only 14% of America is black.

Black people are not living with a constant and reasonable fear of a white person murdering them.

What really annoys me is this narrative that Floyd et al prove any innocent black man could be killed at any time.

Tell you what – don’t have a VIOLENT criminal record like Floyd et al, and your odds of getting killed by a cop drop to virtually zero.

The most recent data from the Uniform Crime Reports indicates that in regard to the homicides where they have adequate data on the question, 87% of all homicides do not cross the color line. About 9% feature black perpetrators and non-black victims and 4% feature non-black perpetrators and black victims. If racial categories were completely irrelevant in such matters, about 13% of all homicide victims would be black and 87% of their killers would not be, so 11.3% of all homicides would have black victims and non-black killers. The ratio of such homicides to other homicides would be about 0.127. As is, the ratio of such homicides to other homicides is 0.04, so they’re about 1/3 as common as they would be were race an irrelevant factor. The number of blacks killed by police officers bounces around 200 a year, or just north of 2% of all blacks who die by homicide, and only a scatter are sketchy. The controversies in question have absolutely nothing to do with any actual and systematic problem.

With the exception of a few old men like Alan Dershowitz and a few wonks like Harold Pollack, liberal discourse in our time is complete humbug, and malicious humbug for ‘a that.
