The horse is no longer an animal of war, but in crowd control it can be a valued force multiplier, if the rider is skillful and the protestors are stupid. One of the last successful cavalry charges in war:

Rioters must be held accountable for the damage that they do and the fear that they instill in the citizenry. Disturbing the peace is the charge. Open carry laws are flooding the states. Self-defense of oneself and one’s neighbor makes it necessary. I remember when one could sleep with the windows and doors open.

Exception: Those that endanger life like throwing rocks at vehicles moving at high speed. They should be tried for attempted murder. And sent to prison for a long time. Until that regularly happens, this will continue.
