My first thought was that NPR had that story, and then Yes, I see they did.
Other than the lowest ranks of the military, I doubt you could find a significant segment of the federal workforce which is underpaid. You do occasionally hear of senior executives and military officers who make bank in the private sector. It’s a reasonable inference that it’s not skill but connections which make them valuable, and that’s not a salutary phenomenon.

Their stocks must be low these days because they mustn’t be hitting their “gotcha” KPI bonuses as the plebs have caught on to them.
This is a problem? Might actually motivate more of them to quit…
Can we expand this program to more 3 letter agencies? Starting with the IRS and EPA?
To Steve the Pirate’s point, can we expand the program to include these three letter agencies as well?
