Some years ago The Washington Monthly (IIRC) did a story on the security details following around Washington officials. They noted that Louis Freeh and Donna Shalala shlepped around Washington without any detail. Here’s a hypothesis: very few of them benefit from a detail because the detail attracts attention as much as it deters.
