There is no mystery here. For putrid Left wing identity politics there has been a nation wide effort in blue urban areas to decriminalize crime. Cops, afraid of being public scapegoats with the strong possibility that they might end their careers in prison on racially trumped up charges, have stood aside.
You have a crime problem? The solution is older than the Pyramids. Unleash tough cops on the criminals. Have tough judges impose lengthy sentences. Once crime is no longer a safe game amazing how many criminals either stop or move on.

Crime has become an ad hoc form of reparations under the leftist ideology. The identity politics of the left promotes group think that allows individuals of favored groups to take a walk on personal responsibility and accountability for their actions. HAL 9000 comes to mind. He killed off almost the entire crew because his mission was too important to allow anyone to jeopardize it.
Just had a conversation with a retired women of no great means. She worked most of her life as a store attendant, and she disdains shoplifters above all else. There were many times when someone clearly better off than she did ran into the store, grabbed a designer dress, and immediately ran out of the store.
These are elected officials promoting this lawlessness. They don’t seem to fear backlash from citizens angered by the destruction of public order and safety. Why is it these politicians don’t believe these failing policies will have any adverse effect on their own political careers?
These leaders are behaving as though they are no longer accountable to the average voter. Maybe they’re right?
It seems the average voter either believes that they are benefitting from the lawlessness or are so well propagandized that they just refuse to believe their lying eyes.
