Here’s a suggestion: limit federal regulation of higher education to (1) vendor-to-vendor and vendor-to-consumer transactions occurring between parties domiciled in different jurisdictions and make it the goal of the regulatory regime to promote transparency in such transactions and (2) to anti-trust measures contra collusion between institutions formal and informal, with multi-state accrediting associations a target. Yeah, I know. Positively utopian.
