This made my morning. I thought it was a joke at first so I googled and sure enough. Wow. Better late than never, I suppose.

Possibly an honest prosecutor and possibly a vendetta. Sheldon Silver, who occupied an analogous position in New York, was eventually stripped of his law license and (IIRC) did time.
One thing that bothers me about state and federal legislators is that they countenance caucus and parliamentary rules which make them bi!ches of characters like this (or more prudent grifters like Mitch McConnell). Ideally, the officers of the chamber (including the speaker) are chosen from outside its membership and are aspriationally impartial, committee assignments are made by drawing lots, committee assignments are subject to rotation-in-office rules, the floor leader and whip positions are subject to rotation-in-office rules, elections in the caucus are conducted by confidential balloting, ‘none-of-the-above’ is always an option in intra-caucus balloting, ethics investigations are assigned at random to one of a stable of law firms who have an internal investigations practice and work at agreed rates, and no one is placed under a disciplinary interdict except by a vote of the majority of whole caucus.
