Not public employees generally, but the courts, the prosecutocracy, the social work apparat, schoolteachers and administrators, higher education, and certain regulatory agencies. Co-operating with them you have the tech monopolies, the media, and corporate HR. The brokers operating betwixt and between are a corps of skeevy politicians and donation funnelers.
You can add the federal security apparat nowadays, and the flag-rank military.

More generally, the all-too-powerful idiots that cause the catastrophe du jour* then are empowered to resolve the catastrophe du jour and generally are handed-over more money and more power.
Since January 2021, they’re treating we the people as if we are a conquered people.
Fauxi and co. spent 50 years and billions of dollars, and acted as if they cannot spell ‘pandemic’ when their CCP pals sent the China virus. Plus, they [directly or indirectly] funded [and lied about it] substandard-safety processes, China labs gain of function [so-called] research.
From Chaos Manor web site of the late Dr. Jerry Pournelle (who died a Roman Catholic – his religious life is interesting):
Pournelle’s Iron Law of Bureaucracy states that in any bureaucratic organization there will be two kinds of people”:
First, there will be those who are devoted to the goals of the organization. Examples are dedicated classroom teachers in an educational bureaucracy, many of the engineers and launch technicians and scientists at NASA, even some agricultural scientists and advisors in the former Soviet Union collective farming administration.
Secondly, there will be those dedicated to the organization itself. Examples are many of the administrators in the education system, many professors of education, many teachers union officials, much of the NASA headquarters staff, etc.
The Iron Law states that in every case the second group will gain and keep control of the organization. It will write the rules, and control promotions within the organization.
