A reference to the Soviets who annexed Ruthenia to the Ukraine after World War II.  The Soviets could not intimidate Bishop Romzha so they ultimately martyred him in 1947.

He was simply magnificent in the face of overwhelming danger. I think when they murdered him, he was in the middle of praying his Rosary.
