Some things to consider:
-Dementia is degenerative and gets consistently worse with time.
-This is Biden at his absolute best, with coaching, teleprompter aid and presumably drugs that increase his awareness.
The only way that they could get him through a debate is by doing something like requiring each candidate to answer a set of pre-scripted questions with no chance for interaction. With someone like Romney that might work, but President Trump would never stand for such a thing. So there’s no way there’s going to be a debate.
About the best defense I can come up with is that he said it like he was coaching himself, rather than like it was part of the primary speech.
On the other hand…that makes it worse, emotionally.
He can tell that he needs the work to “pass.”
