We have, in recent decades, been rather careless on who we stamp as an official American citizen.
As such I am not surprised that there would currently be American citizens in Iran.
This appears to be a reissuing of an identical warning from January 13.
I know a number of American citizens who are Iranian emigres following the fall of the Shah. They have sometimes visited relatives in Iran, so I would not be surprised if that is who some of the citizens are. And they may also be there to try and get family members still living on Iran to safety. H0uman beings being human.
