They didn’t. AFDC et al provided an umbilical cord to people who had mismanaged their lives, but it had little discernible effect as a vector generating bad choices. (1) You had a catastrophic decline in marital durability during the period running from 1967 to 1979, (2) the frequency of out-of-wedlock childbearing increased in every stratum of society over a period of roughly 50 years, and (3) the replacement of AFDC with TANF and the subsequent 85% decline in the population of those enrolled had no discernible effect on the share of children born out of wedlock.
It does surprise one that seemingly out of nowhere the stupidities of the period running from 1960 to 1980 have flourished in the last dozen years or so (but with a larger quantum of malice).

The odds ratio of an out of wedlock birth among blacks in 1960 (0.176) was nearly 6x that of the general population (0.03). Again, this metric radically worsened in every stratum of society after 1960 – i.e. among people who never would never did apply for AFDC. The attrition rate among divorces in the society at large trebled between 1967 and 1979. That’s not a welfare-driven metric. AFDC, btw, is a program founded in 1935. The AFDC census ceased to be longitudinally correlated with unemployment rates around about 1958. AFDC was a federally-financed state program and changes in eligibility criteria at the state level would have been crucial.
