“I disagree with Congress” is not a basis for judicial review. Left wing Federal judges, in their crusade to stop Orange Man Bad, are doing long lasting damage to the authority of the Federal judiciary. If they are simply political hacks using judicial power to attempt to implement their policy preferences, they are not entitled to the deference traditionally accorded to courts. This would be a good case to bring this all to a head:

Simply announce that henceforth no decisions by this judge will ever be enforced by the U.S. Marshall Service.
Part of me wants to say they are merely greasing the skids for the next time we get a leftist president and then say “See! See! You are hoisted on your own petard by getting district judges to issue TROs.”
But that requires long-term foresight, which the current generation of lefties doesn’t have. They are stuck in the moment instead.
“Mr President, we run things around here…”
“Congress, we make the laws around here..”

What everyone forgets is that *someone* has to cut the check.
Simply reassign the Executive employee who cuts the check and replace them with someone who will… delay, decline, be on vacation, or have that position “temporarily vacant due to staffing irregularities”
I will repeat that this will not end until judges are in jail.
If you allow a judge to overrule the decision of both congress and the president, without even bothering to provide a justification, in what sense do we have a separation of powers? The judiciary controls everything. And not even the supreme court, any random leftist activist judge.
There are Republicans who wring their hands about taking action against these things because it might be seen as against “the rule of law.” But these activists judges are violating the law. Thus allowing them to get away with it isn’t holding up the law, it’s ignoring the problem. It’s like someone refusing to report being robbed every weekend because “then people might think that I live in a high crime area.”
But these activists judges are violating the law.
They are wrong but they are violating no criminal statute.
