The Antarctic Impulsive Transient Antenna (ANITA) satellite above the Antarctic detected these radio emissions. Likely they are occurring because of cosmic ray interactions producing new particles unknown to current physics, and decay of these particles results in such emissions. Apparently this is a real phenomenon, but other than the fact that it doesn’t fit current physics models, it is not a sub-Antarctic civilization sending out radio waves.
