Mass immigration into settled countries with antique foundational cultures is ill advised, whether it is permitted by law or not. Europe’s administrative class has a flaccid response to disorder and is often hostile to vernacular culture and peoples, so this continues. (The latter phenomenon is today notably pronounced in the British Isles).

Europe (w/ Russian Siberia) currently has a population of about 750 million. Were they sensible, they’d tolerate in sum about 3.3 million (lawful) temporary residents and issue in sum about 600,000 settler’s visas per year. Roughly 8% of the settler’s visas might be issued under a special dispensation (e.g. to youths under the age of 14 adopted from abroad or to the foreign half of a married couple), with the rest to those at the head of a queue in which the heads-of-household are in first-come-first-served order. The head of household would be admitted to the queue by (among other things) passing a written and oral proficiency test in the language of the destination country, a test his dependents over 14 would have to pass before the household could enter the destination country.

And, if Europe had been sensible, eligibility for common provision would be contingent on the work credit a head of household had accumulated during his time in the country. Some programs would require an extensive work history, some none. Also, had they been sensible, large-scale sectoral subsidies would have been limited to medical care, long-term care, and schooling while small-scale subsidies would have been limited to legal services and shipping-and-transportation. Administered prices would have been limited to the services vended by government agencies, government corporations, and private natural monopolies. Your rent and groceries and utility bills would paid out of your cash income, the first two at market prices to private merchants and landlords and the last to local authorities at prices which cover the utility’s costs.

And, if Europe had been sensible, anti-discrimination law would have been limited to disciplinary rules in public sector bodies, private natural monopolies, medical care, and services provided to travelers. A migrant learns to navigate the social world he has entered without hiring lawyers and those of the recipient population would be permitted to exercise discretion as long as they do not contravene the penal code or the common law of torts.

And, if Europe had been sensible, children born of aliens would be by law aliens. Naturalization would require you be at least 25 years of age, that you have spent the majority of your natural life as a palpable resident of the country living within the law; that you pass an examination in language proficiency, history, and civic life; that you sign notarized declarations renouncing your previous citizenship; and that you swear an oath of allegiance to king-and-country.

And, if Europe had been sensible, anyone reasonably suspected of being an illegal alien would be jailed immediately, and illegal aliens would face criminal penalties for being in the country illegally, then deported and debarred. Legal aliens would be subject to preventive detention for anything more severe than a petty misdemeanor; alien convicts would serve clipped sentences and be ineligible for parole; and alien convicts would see their right of domicile suspended or revoked and be deported immediately on release. Some would be permitted to re-enter years down the line, some not. Persons found to have been mistakenly incarcerated would be indemnified.
