It is somewhat fitting. Although he never served in combat, Arthur spent most of the War as a Brigadier General of New York state militia, and did quite an efficient job of housing and equipping the New York volunteer regiments that went off to War, earning bi-partisan plaudits for his tireless work on behalf of the war effort in New York state.
