Under Article Two of the Constitution, the President has all the powers of the Executive Branch. That is why he can declassify documents at will. By definition any restrictions regarding Executive branch documents do not bind him. Any laws seeking to bind his handling of such documents are, ab initio, unconstitutional attempts to restrict his Article Two powers. No Executive Order can bind him, as Executive Orders are purely the creation of a president and no Executive Order of a president can bind his successors when it comes to documents or anything else. Besides the blatant partisan nature of the Trump prosecution, it is an attempt to make the agencies of the Executive branch superior to the President. It stands our constitutional order on its head. It is an attempted coup and the idiots currently controlling the Executive Branch are too blind in their Orange Man Bad mania to comprehend it.
