When you consider that countries ruled by the most brutal despots are often called “Democratic Republic of..” or “People’s Republic of…”, it only stands to reason a despotic pope is going to is going to couch his despotism in terms “decentralization” or similar claptrap.
Who would ever thought they’d see the day when one of the greatest threats to religious liberty for Catholics would come from the pope himself?

China and North Korea fit that description. The other countries which put ‘democratic’, ‘people’s, or ‘socialist’ in their name are all over the map.
