What we’ve learned is that the institutional culture of the FBI is quite hopeless and the agency cannot continue to exist as such. Their might be salvageable components of it, but the default course of action is dissolution and mass dismissal.
Another problem would be the federal penal code and associated procedural rules. They’ve really turned into a danger to ordinary people in a way state codes are not.
