Hard to believe this happened in Texas, the supposed home of manly men.
I prefer the example of the Garland PD which responded appropriately to an Islamic terrorism event a few years back. Now that this video is public, perhaps we can get a true account of what happened and why, with regard to the non-response shown here.
It is specifically not the full footage.
But it was put together by the department that declared the chief, who was inside with no radio, was the incident commander.

No video of the teacher that was out the back door; conflicting reports, may be the one that they included 911 calls from. That would be the prior several minutes at the video that starts at 4:39.
That style of security camera is usually used at every intersection; there should be a lot more video, besides the earlier video.
5:04, it appears the classroom door was not unlocked, it was propped open, and he started firing from the middle of the hallway.
Last note of children screaming is 7:12
About 7:30, cops are shown running in. There are obviously people running in at the far end as well– no video is shared from that direction. (It would be extremely simple to have all cameras shown on one screen.)
About eight and a half, guy sticks his head in to look, gets shot at, they all fall back to find out what’s in there. “Looks like a rifle” is the only part I could pick up.
The guy who stuck his head into the line of fire to get this information is very, very fidgety from this point on.
12:38 is the first shot that isn’t in obvious response to the cops in the hall. Possibly the reported shooting-at-cops-through-windows?
There have still been no screams since police arrived.
14:50, the very hard to hear conversation includes something that sounds like “what about the kids.”
Guy with rifle is told where the guy is.
There appears to be someone standing in the hall on the other side of the classroom door.
Again, be nice if they’d actually release the video, instead of either leaks or prepared video.
18 or so, they seem to be trying to hand-signal to that guy, where the shooter is, or for them to go somewhere.
18:35, whispered “he’s on that side”– so they’re doing a sit-rep below the camera.
19:20 or so, feet-down-hallway change sides.
21:00 or so, I think someone said they’d try to “Find it.” Keys, presumably.

24:45 a shield of some sort, so the guy covering the classroom from this side can rest the gun on it. Possibly-border-patrol uniformed arms with another long gun telling him to kneel and use it, probably to avoid getting shot in the head when they have multiple people shooting.

Possibly-radio says something that sounds like “WAIT”.

28:48 guy in civies with borrowed vest and rifle walks in, mumbly “crosscrosscrosscrosscross!!!” (Crossfire warning?)
Civies guy peeks down hallway, crosses over.
Another passdown, something about chief, negotiator, and started shooting, and… “the kids don’t want to come out”– they’re trying to do the evacuation?
30, another guy in civies, red brim cap, with a vest and rifle, much clearer warning of crossfire– possibly the barbershop border patrol?- he backs away from the corner.

30:23, the knock at the door in the video. “POLICE!” repeat knocking, lots of fiddling with the door–k, yes, they are evacuating this area. “Cops from Uvalde!” Apparently THAT door was not unlocked.
Lots of talking to try to persuade anyone in the classroom they set up next to, to come out.
31, blonde lady bolts out, they clear the room.
Lots of background sounds so they’re doing this room by room.
32:40, lots of talking, something about shot(s?), talking about windows, lots of arguing.
33:50, Echoes of someone yelling, either over a radio or down the hall, “CAN YOU HEAR ME” in a communication type tone.

A second small shield brought up, now four gunners waiting for the guy to come out of the room; inset footage appears to be that area at the far end that we’ve seen feet at before this, but no video.
Again, there has not been a single shot audible since just after the guy stick his head into the line of fire to try to get some information, at 12:38.
26: “CAN YOU HEAR ME SIR”– so, attempted negotiation?
26:30 Red shirt guy with what looks like uniform pants and shoes, setting up another angle for if they can get the killer out.
Much talking going on body camera footage, pulling back. Ends with officer moving forward– hugging the right from his POV, so he’d be on the left for primary video, where most of the shoes have been.
37 minutes in, walks up to two guys are in the alcove down from the room.
37:25, “okay, okay,” ton of static– so he was conveying a message.
Doors do appear to be the same breach-proof ones that my high school had, with bullet, hammer, and shatter proof glass.
38:15 lots of yelling on radio, something about enter?
Sunglasses and civies with his vest guy is back, out of cover.
I think the guy he just traded places with was stuck-his-head-into-fire guy.

40:20, red shirt guy is now down at the far end with Officer Gazaway. So he’s being communications runner.
Noted, it was pointed out day of that the radios didn’t work well in the building, because cement, rebar and electricity.

41, a guy who may have been dude on phone in original video, didn’t note the time, is getting on his phone and walking out in inset video.

42:10, red shirt is back at initial video view, conveying information. Civies with shorts takes off to left, so likely looking for another angle– or maybe they want to avoid him being in the area where everyone else is in uniform, to avoid mistakes.
43, something about a shield, image in inset takes off in the same direction (behind the occupied classroom) as shorts-and-green-shirt.

55:15, is warned again, guys in camies come back and are having a convo, unarmed in civies is doing something by the box with the probably-smoke-bombs.

What sounds like “get out of the way” or possibly “get [muffle] out of the way”.
Unarmed falls back and is having a discussion with someone in uniform who doesn’t have a vest.

guys in camo are talking, something about “tell everyone to be quiet,” guy I will now call smokebomb vest is fidgeting and listening behind one of them.

SMokebomb vest is leaning on wall, guy comes up again with either reassurance or warning not to go too far forward– is fidgeting and watching down the way, walks across and uses hand sanitizer, falls back, appears to be listening in on two guys in uniforms by dispenser.
1:02:30, camies go forward again, someone is talking about “he’s not responding to that.”
Another camie goes down hallway, after handed a phone.
1:2:45, hand motions that suggest they’re talking about a key.

1:5:10, one of the possibly-supervisors from earlier goes by on phone, lots and lots of talking the whole time with maybe a word or two catchable.
1:5:15, smokebomb fidget pulls phone out again and is typing into it.
1:5:35, puts it away, shield guy is still talking with group.
Someone below camera eye also has a phone which they finished with and put down.
1:5:45 Smoekbomb fidget is looking down hallway, so talking is probably tactics– duh– no-vest on right is checking time, or has a smart watch and is also reading messages.

1:6:25, smokebomb fidget moves forward to wave some people who just headed in to come back, points off to other side of image, they head towards the direction the classroom windows are in.

Medic gets up to front, stops flood of guys trying to go up, WOE WOE WOE WOE EVERYBODY, those in screen fall back a little.

1:22:00, from yelling and what we can see of far end’s activity, the beeping/phone activity was the go signal.
1:22:10, medic is ordering everybody that isn’t in the entry team to get back over towards the room they seem to have set up as a treatment area.
Keeps moving forward, then telling folks to get back, video ends.
Looks like they knew bugger-all what to do. And were lazy.
When my builder dad would take on a young labourer, if the kid stood around with his hands in his pocket, crossed his arms or dragged his feet then he would outright tell them they aren’t suited for the line of work. It was a common “test” in the industry. Construction doesn’t compare to police work but if you have cops standing around lax then you question their ability.

12.40.38- The useless tool in the business shirt, leaning against the wall looking at his phone, crossing his arms, getting his back slapped…sanitises his hands. He walks over the the wall dispenser and puts hand sanitiser. on. his. hands.
The only person who who looked on high alert was that poor father who was physically held back. Can’t imagine how his state of mind would be right now. I did read he and his wife are pushing for gun control laws. Maybe that’s how they are coping? To not let their daughters death be meaningless..? But nothing changes anything at the end of the day. It’s a life sentence for the poor parents.

However, according to my brother who is fully trained under Illinois law and has nearly 30 years of experience as a cop, there is only one thing a truly dedicated LEO does in a situation like this. You arrive, you see that someone with a gun is active, you tell someone what’s going on, and YOU GO IN. PERIOD. Any real cop will tell you that most of the time, (my brother says over 80 percent), the shooter commits suicide when he hears a cop coming (announcing himself or herself while approaching.). If not, it’s the cop’s JOB to get in harm’s way. Fast. These guys failed. That’s all there is to it, and all the parsing and analyzing in the world can never change that fact. God help those parents.

as best we can tell, they did.
In fact, that’s why the city’s chief got so much attack– because instead of standing out front and being in charge, when he hit the school in time to actually hear shots fired, he dropped everything that might get in his way and ran in.
Strong desire to Do Something does not break down a door that’s designed to prevent forcible removal or shooting through it, though.
Given the behavior of the head of the Department of Safety, I’d guess that one of his guys took charge and that’s what they’re trying to avoid revealing.
The video sure made it look like the classroom door was open, he didn’t pause to pull it open on the video– which destroys the screaming-in-testimony guy’s sole support for it having been unlocked.
And, as I noted when watching the video the first time, they do not have the activity at that back door at all before the shooter got there– was the door propped open with a rock? Unlocked?
The number of photos put out when anyone who actually watched the video to get them would have to know that it was malicious editing– which means that someone is trying very hard to make trouble.
That might just be to get attention off of the multiple Hunter Biden stories; it might be the BLM and ANTIFA types at it, again. For all I know it’s Russia.
The New York Post even had a hate-article about a guy getting a phone message.
It’s the cop whose wife was dying.
The folks who’d been complaining then flipped to him having his personal phone at work.
… apparently, the concept of “work phone” and wives having a work phone number for emergencies has bypassed a lot of people. Radios were mostly not working, and even several of the phone systems weren’t working.
And we have, last I heard, still not gotten a timeline.
Strong desire to Do Something
The cops strong desire after the initial weak attempt was to do nothing as kids were murdered and bled out.
Foxfier, we’re just going to have to agree to disagree on this one. If you really want to go in, there is always a way, so you find it and use it. You don’t stand around. All the excuses are worthless in the face of the one indisputable truth: NO ONE tried—really, seriously tried—to get into that room until it was far too late. The cops Had One Job and they blew it. The idea that someone is trying to make the cops look bad is superfluous, even if true. They did a great job of making themselves look bad.
Having watched the video and read the comments, it becomes clear that any further attempts at discussion are not possible.
