Will other countries accept this nonsense?
The first bothersome thing is that this was done. The second is that we’ll install a Republican administration and (1) this will not be reversed or (2) it will be reversed, but some egg-salad-sandwich on the federal bench will insist that reversing it is ‘unconstitutional’ or a violation of the Administrative Procedure Act, or whatever other excuse xe can gin up.
Some of the un-woke countries is not going to put up with this nonsense and I can see refusals to admit such travelers and putting them on the next return flight.
Donald Link, from what I understand, if someone is turned back at customs, the airline itself is responsible for the costs. (They don’t like it when that happens.) So the entrance visa, with an “X”, from a country would need to have been approved by that country, prior to boarding and departure. Seems like a security risk.

By the way, if you are neither female nor male but rather gender fluid ie. X then how is your identity going to be verified on your passport? For example, one of the ways a person is identified is through a photo on their ID document. (along with name, gender, dob, country of residence etc…). So if a person decides one day to put make up on, and another day to grow a beard then how can the photo verify that persons identity if it is completely different to the gender the photo was taken for the passport? Similarly, if a person is Jack one day and Jill the next how can that persons identity be verified via their name if their name was Jack on their passport and they rock up to customs wearing full make-up and a dress in full Jill mode? This is indeed a big security issue and ridiculous. It’s not thought out. I can see the Muslim countries rejecting arriving passengers through customs…
