The Road Warrior films depicted a rather violent environment with layers of society looking out for their own interests. I would think that there is a better chance it would be a grinding retrograde world with possibly a few islands of stability preserving what is left of civilization until a new Charlemagne arises. In the past, humanity has only been marginally successful at addressing a crisis in a unified manner.
