Trump is against the first and in favor of the second. Actually, one of the better set piece speeches he has given, his strong point normally being stump oratory. His adversaries do not know it yet but they will still be utterly focused on him for the rest of his life. For them, the Trump administration is never going to end so long as Trump is in the world.
