re: “jerk move” – In a majority-non-black country, a picture singling out a particular race would be pretty obnoxious, don’t you think? If they used actual footage, that’d be different, but a generic picture of shoplifting would be too pointed if it were blacks. They’d also get called out for encouraging profiling.
re: Eastern Europeans – A whole lot of organized crime in the US is Russian or from other former Soviet Union countries.

The mass retail theft plundering of stores is overwhelmingly an activity of black criminals. Their fences may well be white, but they do not appear on the security cameras. Shop lifting is more race neutral, but that is not why stores in urban blue centers are closing up shop or have to put their items under lock and key from shoppers.

That’s how far we’ve fallen back to ‘it’s fine to treat people differently based on skin color – as long as you get the right skin color.’ As my son said, the speed with which we’ve gone back to racial prejudice as a virtue almost makes you want to be a little less judgmental of those who embraced such prejudices in the past that had been around for generations.
