“accepted the bishop-elects resignation”
IINM the normal procedure is for the papal nuncio or some similar official to notify the bishop-elect BEFORE the appointment is publicly announced and to ask him whether he accepts the appointment. I’m assuming this bishop initially said yes and then changed his mind; perhaps he should have said “Let me get back to you on that” when he got the call.
A story I read in a history of the Diocese of Peoria IL says that the originally chosen first bishop for the newly created diocese in 1875 turned down the appointment, but the appointment letters from Pope Leo XIII arrived anyway, forcing him to say no a second time. It’s believed that his original letters refusing the appointment never made it to Rome because the ship carrying them got lost at sea.
