I always thought JPI died before the modernists had a chance to groom a replacement. In the late 70’s anti-communist sentiments were pretty high and filled the vacuum.
Actually ostpolitik was the order of the day at the Vatican.
It goes further back than that. Who let those lousy men, who eventually became Cardinals, be welcome into the priesthood? It’s was an open door free for all- gays, liberals, pedos, bludgers…minimal vetting involved.
