The Popes could save time by limiting their travel to the Province of Rome, where they are the Metropolitan. I don’t think Popes traveled much prior to about 1963. They could also save time by shutting down offices and dicasteries in the Vatican and making it a point to reduce headcount and in particular the number of priests and bishops working there. Pope John was once asked how many people worked at the Vatican. His reply was “about half”. They could also write less. The Church has an enormous body of theological literature. No given Pope should feel obligated to add much to it. Things to spend more time on: vetting episcopal appointments.
It’s all been said before. Little more needs to be said.
