In Illinois he would have been guilty of a class X Felony, punishable by a mandatory prison sentence of 6-30 years. He engages in the conduct and spends the next 35 years steadily rising in the Church hierarchy. He admits what he has done only after the matter was about to be disclosed. PopeWatch does not expect the clergy to be saints, but PopeWatch does not expect them not to be among the worst criminals. Apparently even this little is too much to ask.
Looking at his biography, this offense appears to have occurred about 1986 when Ricard was pastor of the parish of Sainte Marguerite in Marseilles (1981-1988). During this time, he was also a diocesan vicar and served as a general secretary of the diocesan synod 1988-1991. He was subsequently named auxiliary bishop to Grenoble and consecrated in June, 1993 by the late Card. Robert Joseph Coffy (d. 1995) of Marseilles. He was also president of the French Episcopal Conference, 2001–2007. He was named cardinal in 2006 under Benedict XVI.
Hard to tell but there doesn’t appear to have been any previously known “shadow” over him or his mentor, Card. Coffy.

We have no statute of limitations with God. For raping one of God’s children, the rapist will remain a rapist forever.
Is this man dead? Is there a French statute or limitations? Why is he not prosecuted? Why is he still a Cardinal, even retired. Where is the Church’s disciplinary action???? The most vile criminal activity.
This cardinal needs to be removed from his office ASAP. I’m assuming he will be further investigated and prosecuted by the French government. If statute of limitations has run out, he should be sent to Greek monastery. One of those perched on a cliff where only a basket is used for entrance and exit.
