Isn’t it so bizarre that he won’t go away? Did you know that Barack Obama is the only President in more than a century to not leave Washington D.C. once he left office? Every other President in living memory “went” off after they left office with the exception of the incredibly rare appearance of Jimmy Carter, but no matter how much time passes, Obama is still right there in front of the cameras, behind the rallies, behind the scenes, trying to dictate the way that the party moves.
A good half of Biden’s theoretical appointees are just Obama’s. Ron Klain, Steve Ricchetti, Anthony Bernal, Susan Rice, Julie Chávez Rodriguez, Sally Yates, Dana Remus, Julissa Reynoso Pantaleon, Tom Perez it’s all just “fracking’ Obama appointees and DNC elite all over again. It was painfully obvious from the onset that Obama wanted Kamala Harris to make it up to the podium, and they all pushed as hard as they could to get her up there in spite of the fact that her polling was complete dog “droppings”. She would have been the perfect candidate for his political appointees because she’s vacuous and has no strong (or actual?) opinions of her own, she just bends to whatever the polls and her advisors tell her to do.

Again, Obama is very unlike a Chicago politician.
I don’t see a problem with them having remained in town until their younger daughter finished school. Since she did so in June of 2019, the Obamas should have at that time sold their home and left town. They have other residences. Neither has any real trade and they have enough accumulated to clip coupons, so where they live is not that important.
AFAIK, Jimmy Carter never had a personal residence around Washington. The Nixons owned a condominium in Alexandria and had a home in DC later, but these properties would have long since been sold by the time he left office. Not quite sure when the Fords sold their house in Alexandria, but likely in 1974 or 1975. The Eisenhowers never owned a piece of property until they bought a farm in Adams County, Pa in 1952. The Johnsons sold their home in DC in the early 1960s. The elder Bushes were twitted ca. 1988 for owning no property other than a seasonal cottage in Maine, registering to vote from an apartment in Houston they did not actually occupy (the twits were embarrassed when the Bushes returned to Houston after he left office). The Clintons and the Younger Bushes never owned property around Washington.
I think its indicative of the degree to which Obama is just a man from nowhere and the degree to which his wife is indifferent to or alienated from her solid working-class upbringing in Chicago.
Next year it will be a century since his presidency ended. In 4 years we will mark a century since he died.

Elaine Krewer has explained it in detail on these boards. You can also consult some of Edward Banfield’s anthologies, which include description of the work of a precinct captain. Alderman in Chicago at one time stood atop a network of people who knew their neighbors personally and attempted in haphazard ways to deliver benefits to them. It’s brass tacks, pragmatic, labor-intensive work that requires satisfactory people skills. Obama’s not that guy. And his crookery is of a thoroughly contemporary sort.

It doesn’t surprise me that a Democratic president will draw on the Democratic Party’s extant establishment, most especially in circumstances where the President himself isn’t making any consequential decisions. The problem is not that, but the quality of that establishment.
